If you want to take a gamble and see if you can reduce the total you owe on a parking ticket, it may be worth taking a trip to one of the Department of Finance service centers. At each center you can present your case of "Not Guilty" or "Guilty with extenuating circumstances" to a judge, and have your case heard in about an hour. Or you can simply just pay your ticket. But if you visit the Jamaica Queens service center, there you can stand in line for the appeals clerk instead of waiting for the judge to hear your case. The process usually takes about one half the time as seeing a regular judge.
Below is a list of all the service centers. If you don't want to pay or dispute your ticket in person, you can also mail in your payment or plea by mailing it to the address on the back of your ticket, or you can pay your ticket online at http://nycserv.nyc.gov/NYCServInquiry/NYCSERVMain
